AI Data Centers Are Clashing With Industrial Ghost Towns

The artificial intelligence industry is hungry for infrastructure, and that hunger is landing hardest on communities that have already paid a steep price for American industrial ambition. Across the United States, residents who lived through the era of heavy manufacturing and fossil fuel extraction are now being asked to welcome a new generation of large-scale facilities, and many of them are saying no.

Old Industrial Wounds Are Reopening Fast

In Philadelphia’s Grays Ferry neighborhood, residents remember the East Coast’s largest oil refinery, which operated for decades before a catastrophic explosion shut it down in 2019. The community carries the health legacy of that facility in its bones. Chronic illness, rare cancers, and respiratory conditions are woven into the neighborhood’s story. Now, city officials have identified Grays Ferry as one of two potential sites for new AI data center construction, and longtime residents are pushing back with the force of lived experience.

Activists there are not opposing technology for its own sake. They are opposing a pattern they know well, where economic promises are made to working-class communities while the environmental and health costs are quietly absorbed by those same neighborhoods. The No Data Centers in Philly campaign launched with more than 100 residents rallying outside City Hall, demanding a formal moratorium before any approvals move forward.

The Energy Math Is Getting Harder to Ignore

The scale of AI infrastructure demand is genuinely staggering. BloombergNEF projects that by 2035, U.S. data centers will consume more natural gas than Germany and Japan combined, and that figure is nearly double what analysts estimated just nine months ago. Each additional layer of data center demand is expected to generate roughly one million metric tons of greenhouse gas pollution daily, which equals about 12 percent of total current U.S. greenhouse gas emissions.

Even facilities that rely on natural gas, often marketed as a cleaner bridge fuel, are far from benign. Burning a single cubic foot of natural gas releases the equivalent of 60 grams of carbon dioxide. Multiply that across hundreds of diesel backup generators that regulators have already signaled could be used during peak grid stress events, and the local air quality implications become concrete and serious.

Harvard researchers estimated in 2021 that fossil fuel air pollution already causes one in five deaths worldwide. That baseline number makes any additional industrial load on vulnerable communities a genuine public health calculation, not just an environmental talking point.

Local Resistance Is Shaping Policy at Every Level

Moratoriums on new data center construction have now been approved in Denver, Indianapolis, Asheville, Charlotte, and Reno. New York’s governor signed an executive order pausing large project permits, stating plainly that data centers should only be built where communities actually want them.

For consumers and businesses evaluating AI-powered products and services, this resistance matters in a very direct way. The cost of compute, the reliability of cloud platforms, and the pace of AI tool rollouts are all tied to where and how fast new data center capacity can be built. Buyers who factor sustainability and ethical sourcing into tech procurement decisions will increasingly need to ask hard questions about the infrastructure behind the tools they adopt.
